Introducing this song, Harry Connick, Jr. posted the following message on Instagram on the 22nd of June 2020, "Happy to share my new single 'Stars Still Shine' dedicated to all the essential workers who have kept us safe during COVID-19. THANK YOU! All proceeds benefit the ELLIS MARSALIS CENTER in New Orleans." The song was recorded at the Ellis Marsalis Center for Music in New Orleans. Connick played almost all of the instruments on it except for guitar.

It's about the idea of storm clouds coming in and stars are still shining behind them, so you can always count on that."
